Purpose: Cabinet is recommended to approve an updated Local Development Scheme (LDS) for Waltham Forest, in accordance with requirements from national government.  

Content: Cabinet endorsed and recommended to Full Council the approval of the updated Waltham Forest Local Development Scheme (LDS) 2025-2028 attached at Appendix A to the report and recommended to Full Council that it take effect immediately.   Options & Alternatives Considered   No other options and alternatives were considered, as the requirement to publish an updated LDS has been requested by the Deputy Prime Minister.   The proposed programme for the production of a new Local Plan, as set out in the updated LDS and paragraph 3.19 above, are governed by the timescales set out within the Levelling Up and Regeneration Act (2023).
