Content: Cabinet: (1) approved a new Town Centre Framework and Delivery Plans for the borough’s main town centres, as contained within Appendix 1 of the report, which will be finalised for publication; and (2) noted the consultative work, councillor, community and business engagement carried out to date to inform the production of the Town Centre Framework and Delivery Plans. Options & Alternatives Considered The Town Centre Framework builds on several years of review, analysis and engagement with councillors, resident and business communities. High streets and their businesses have faced unprecedented challenges in recent years, requiring a renewed approach to partnership, support, promotion and investment. The Council’s Growth Scrutiny themed review brought this into focus, recognising the multi-faceted role the council has in coordinating positive action and delivery in the borough’s town centres. Doing nothing is not an option if wider benefits of inclusive growth, improved community safety and cohesion are to be realised. An up-to-date Town Centre Framework is key to establishing a coordinated, evidenced and outcome-focused approach to delivering the Council’s priorities, programmes and services. The Town Centre Framework provides the basis for continued engagement and partnership building with resident and business communities; creating a supportive environment for businesses to establish and thrive; and facilitating public and private-sector partnerships, guiding targeted support, investment and delivery decisions.
