Purpose: To seek approval for an updated list (following the adoption of the Crawley Borough Local Plan 2023-2040) of National and Local Validation Requirements required for the registration of applications submitted to the Local Planning Authority.

Content: That the Cabinet: a)          approves the adoption and publication of the Crawley Borough Council National and Local List of Validation Requirements (Appendix A of report PES/480). b)          delegates authority to the Head of Economy and Planning in consultation with the Cabinet Member for Planning and Economic Development to approve subsequent updates to the National and Local List of Validation Planning Requirements every two years or as further changes are introduced including as and when legislation and statutory guidance are forthcoming to ensure compliance with national policy. (Generic Delegation 7 will be used to enact this). Reasons for the Recommendations   The current National and Local List of Validation Requirements (the Local List) was last updated with minor changes in May 2024 and is now out-of-date. A revised list is needed in order to apply local validation requirements, which have themselves changed considerably with the adoption of the Crawley Borough Local Plan 2023-2040 on 16 October 2024. A comprehensive review has been undertaken to address the new policy requirements in the Local Plan. Due to the extent of revisions proposed and in line with best practice, this new draft document has been subject to public consultation.  The consultation ran from 16 December 2024 to 17 January 2025 and the proposed version (attached as Appendix Aof report PES/480) takes account of responses received. Officers consider that it represents an appropriate set of requirements against which planning applications should be validated in Crawley. The Town and Country Planning (General Permitted Development) (England) Order 2015 requires that Local Lists must be reviewed every two years in order for them to remain in force. The proposed delegations recommended in 2.1 (b) are considered appropriate in light of this.
