A review will be undertaken in the final year of this contract with recommendation for future delivery. Assessment of risk: Low. The funding is: from a range of sources – Adults Integrated Fund £39,811 (of which ££22,848 is GM Salford Health funding), Children’s Integrated Fund £22,489, People Children’s revenue budget £31,706 and Resources and Transformation budget £171,562. The financial value of this contract has not been adjusted for over 10 years. Cost of living, inflation and increases to the Real Living Wage have been incorporated within the core cost of the Contract. CVS have continued to deliver above expectations and are a core strategic VCSE anchor organisation within the city. A 10% uplift has been applied in year 1 of the extension. SCC will commit to a year 2 uplift, the level to be determined as a result of further discussions. Legal advice obtained: Submitted by: Tony Hatton It is an established principle that an existing public contract is capable of being extended (or modified providing any modification does not affect the overall nature of the contract), and CSO’s also allow for contract extensions to be made, where the parties agree and where the original contract makes provision for such an extension of the original term. When the contract was originally awarded in 2022 it was clear in the contract documents that the original three-year term would be subject to a potential extension of a further two years. Accordingly, any risk that the award would be subject to realistic challenge by an aggrieved provider is extremely low, and the option to extend within the contract is now being properly exercised. Other reasons for awarding the extension are set out in the body of the report, including SCVS being a unique provider of the range of services, delivering significant added and social value and maintaining excellent quality whilst delivering all required outcomes. Financial advice obtained:Submitted by: Stephen Thynne, Strategic Finance Manager, Tel: 0161 778 0244 This report requests that following the award of a 3 year contract for Strategic Development of the VCSE to Salford Community and Voluntary Services (SCVS) from April 2022 the option to extend indicated in the original report is now enacted from 1st April 2025 for a period of 2 years. The annual value of the contract is £265,568 and is funded from a from a range of sources – Adults Integrated Fund £39,811, Children’s Integrated Fund £22,489, People Children’s revenue budget £31,706 and Resource and Transformation revenue budget £171,562. Current budgets are in line with the annual value indicated for the extension period but it should be noted that it will be necessary to secure commitment to budget provision for both budgets held within the Integrated Fund and the Council that support the delivery of this contract for the period the extension covers. A year 1 uplift of 10% has been agreed and will be applied to core budgets described above, ensuring the increase is built into core revenue funding. The report highlights the scope of services to be delivered from April 2025 along with the monitoring and reporting arrangements to measure ongoing performance. With this in mind, procurement acknowledge and support the proposal to take up the available extension.
