Preventing Homelessness and Rough Sleeping Strategy 2025-2030

Decision Maker: Cabinet

Outcome: Recommendations Approved

Is Key Decision?: Yes

Is Callable In?: Yes

Date of Decision: March 26, 2025

Purpose: The Homelessness Act 2002 places a statutory obligation on local authorities to undertake a review of homelessness in their area and to develop and publish a strategy to prevent homelessness based on the findings of the review. Our current strategy was written pre-covid and no longer reflects the current homelessness and rough sleeping landscape in Cornwall.  This report will present the final draft of the revised Homelessness and Rough Sleeping Strategy, our Evidence Base document and an Implementation Plan for approval.

Content: It was moved by Councillor Monk, seconded by Councillor Virr and   RESOLVED: 1.  That the Preventing Homelessness and Rough Sleeping Strategy 2025-2030, as set out in Appendix 1 to the report, be adopted.   2.  That authority be delegated to the Service Director for Planning and Housing to: (i)  make ad hoc, minor changes to the Strategy as may be required; (ii)  and prepare, review and amend an action plan on an annual basis, or as may otherwise be required.
