Purpose:
Content: 10.1 The Chief Social Worker and Service Manager for Safeguarding Quality Assurance introduced the report which provided the six-monthly Adult Care and Wellbeing Safeguarding update for assurance to Committee. 10.2 RESOLVED UNANIMOUSLY: That the Adult Health and Social Care Policy Committee:- a. Approve the proposed actions set out in the Safeguarding Delivery Plan 2025 – 2027. b. Note for assurance the actions completed and those in progress within the Section 11 Audit. c. Note the quarterly performance update for Quarter 3 of 24/25. d. Note that 6 monthly briefings on the work of the Sheffield Adult Safeguarding Partnership Board will be provided to Members to ensure Members sighted and contributing to the work of the Board. e. Approve that annual updates are provided to Committee on progress with the Safeguarding Delivery Plan, with exception reporting during that period where areas of risk are identified. f. Approve that a dedicated Deprivation of Liberty Safeguards assurance report is brought to Committee in 6 months setting out progress with the improvement programme. g. Approve that a dedicated Executer and Deputyships assurance report is brought to Committee in June setting out progress with the implementation plan to deliver on approval made by Committee in November 2024. 10.3 Reasons for Decision 10.3.1 An approved delivery plan for the strategy gives a structured approach to delivery of safeguarding improvements so that Members and the public can be assured that Adult Care is delivering upon its commitment to protect people from abuse and harm. It will also provide greater accountability and transparency of how will do this. 10.3.2 Asking for regular updates and refreshes of the plan will keep the Committee, wider stakeholders, and the public the ability to hold the Council to account for progress and provide an additional mechanism to input to future development. 10.3.3 Asking for dedicated reports on Deprivation of Liberty Improvement Plan and Executer Services will provide assurance to Committee of progress made and areas for further scrutiny and decision. 10.4 Alternatives Considered and Rejected 10.4.1 To Not Have a Delivery Plan Adults Care Social Care has duties set out in the Care Act and Mental Health Acts which require a focus on Safeguarding. The Care Quality Commission Local Authority Assurance will specifically look at Adult Social Care approach to Ensuring Safety and due to this a delivery plan is required to mitigate and proactively respond to known risks.
