Purpose: The Cabinet will be asked to consider and endorse proposals for community partners to take over the running of seven Council-owned buildings that are used for community hubs or other services, in order to expand the offer in each building and thereby creating community assets.
Content: Cabinet resolved to: (i) Approve the transfer of management, subject to terms being agreed, of Marks Gate Community Hub, Valence Library and Heath Community Hub to the recommended VCFSE partners, as detailed in section 2.2 of the report; (ii) Agree that officers continue discussions with the preferred partners referred to in the report for the Park Centre, Village Community Hub and Heath Community Hub and delegate authority to the Strategic Director, Children and Adults, in consultation with the relevant Cabinet Members and the Head of Legal, to approve the transfer of management, subject to terms being agreed; (iii) Note that officers shall develop a viable VCFSE partnership for Thames Community Hub and a further report shall be presented to Cabinet, anticipated to be later in 2025; and (iv) Delegate authority to the Strategic Director, Children and Adults, in consultation with the relevant Cabinet Members and the Head of Legal, to agree and finalise the terms of management and execute all legal agreements, contracts and other necessary or ancillary documents to fully implement and effect the proposals.
