Purpose:

Content: 10.1 To report the receipt of objections and concerns to the advertised Traffic Regulation Order (TRO) required to fulfil the objectives of the Connecting Sheffield: City Centre to Attercliffe and Darnall project. If approved, the TRO will replace existing TROs and introduce new provisions as necessary so as to implement waiting, loading and unloading restrictions, free unrestricted and time limited parking places, a bus lane, prohibition of motor vehicles restrictions, one way restrictions, contraflow cycling, prescribed ahead only and left hand turn movements, the removal of a bus gate and a 20mph speed limit.   The report also sets out the background to the project which the TRO is intended to facilitate, other consultation comments, officer feedback and recommendations.     10.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee:-   (a)  considers the objections to the proposed TRO;   (b)  authorises the making and implementation of the TRO with the following modification to the original proposal: ·       The removal of a section of no waiting at any time (double yellow lines) parking restrictions on the south side of Roundel Street; and   (c)  inform all objectors accordingly.     10.3 Reasons for Decision     10.3.1 The proposed Connecting Sheffield: City Centre to Attercliffe and Darnall project aims to enhance sustainable access between the city centre, Attercliffe and Darnall with the implementation of high quality active travel infrastructure and bus priority measures. These benefits are deemed, on balance, to outweigh the objections raised against the proposed TRO.     10.3.2 The proposed TRO is required in order to implement the project.     10.4 Alternatives Considered and Rejected     10.4.1 All elements of the TRO are required to enable the full implementation of the Connecting Sheffield: City Centre to Attercliffe and Darnall project. Without the TRO the full benefits of this project will not be realised. Choosing not to make the TRO (i.e. doing nothing and abandoning the proposal) or making a version with more substantial reductions in the extent of its restrictions are therefore options which are not recommended.
