Content: 8.1 This report provides the details of the responses received to the consultation for the Crookes Valley Road Local Safety Scheme, including the objections received to the proposed Traffic Regulation Order (TRO) to make the south western part of Oxford Street one way towards Crookes Valley Road for all vehicles, and sets out the Council’s response to the objections. 8.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee:- (a) considers the objections to the proposed Traffic Regulation Order associated with the Crookes Valley Road Local Safety Scheme; (b) having regard to those objections, approves that the TRO be made, with amended extents of the one-way for the scheme, and in accordance with the Road Traffic Regulation Act 1984; (c) notes that all respondents will then be informed accordingly; and (d) approves the implementation of the Crookes Valley Road Local Safety Scheme, subject to authorisation of the project through the capital gateway process. 8.3 Reasons for Decision 8.3.1 The Council has a statutory duty under the Road Traffic Act 1988 to promote road safety and, where it has carried out studies into collisions arising out of the use of vehicles on roads for which it is the highway authority, take such measures as appear to it to be appropriate for preventing such collisions. 8.3.2 The Local Safety Schemes programme is a citywide strategy to reduce road traffic collisions, particularly focused on reducing KSIs casualties by implementing road safety engineering schemes at sites with the highest injury collision rates in the City. 8.3.3 This location is 6th on the ‘new’ Local Safety scheme (LSS) programme priority list of sites based upon KSI statistics. 8.3.4 This scheme comprises measures to address collisions and improve road safety, especially for pedestrians and cyclists. 8.4 Alternatives Considered and Rejected 8.4.1 Alternative Option 1: Close the junction of Oxford Street at Crookes Valley Road This option would have prevented vehicular access in and out of Oxford Street and remove the turning manoeuvres and associated risks. This was initially the favoured option but rejected as there is insufficient space to provide a suitable turning head at the Crookes Valley Road end of Oxford Street and it would have make access difficult for larger vehicles i.e. fire appliance or refuse collection with them then having to turn around. 8.4.2 Alternative Option 2: Keep the Oxford Street junction in its current form This option would not address collision history at the junction and the wider route which risks the chances that the safety scheme would not achieve the desired outcomes.
