Content: 9.1 The committee considered a report of the Executive Director Neighbourhood Services setting out a range of individual work streams being led by the Housing Energy Efficiency Team (HEET), across both council and private sector homes. These form the Housing Decarbonisation Work Plan for 2025-26.     9.2 RESOLVED UNANIMOUSLY: That the Housing Policy Committee approves the 2025-26 housing decarbonisation work plan contained in this report.       9.3 Reasons for Decision 9.3.1 Endorsement of the work plan will provide assurance that the aims, objectives and activities associated with housing decarbonisation are commensurate with the Committee expectations     9.4 Alternatives Considered and Rejected 9.4.1 Alternative Option 1: Do nothing   This is not a viable option. The Council has committed toward tackling the impacts of climate change and becoming a net zero city. Decarbonising Sheffield’s housing is a core element, with domestic housing representing 33% of the city’s emissions. Furthermore, the energy efficiency improvements to some of Sheffield’s low income and poorly insulated homes is directly contributing toward tackling fuel poverty.     9.4.2 Alternative Option 2: Partial Approach   It is important to be ambitious within the existing resource and financial parameters. Swift, pragmatic action is required to make progress against the city goals.
