Content: Salford City Council - Record of Decision (Cabinet) I, Councillor Tracy Kelly, Statutory Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve:   ·         Approve the designation of a Mayoral Development Zone known as The Western Gateway Development Zone (WGDZ). ·         Agree the proposed area of The WGDZ as indicated in Map 1 attached at Appendix 1. ·         Approve the establishment of The WGDZ Board in consultation with Greater Manchester Combined Authority (GMCA) and Trafford Council. ·         Agree the existing Salford and Trafford Infrastructure Board will act as the shadow board until the new WGDZ Board is approved. ·         Agree to receive future updates on delivery progress on the WGDZ.   The Reasons are: To bring forward significant infrastructure investment in the Western Gateway growth location to enable or support growth and economic benefit in Salford.   Options considered and rejected were: Not to proceed in the designation of the WGDZ.   Assessment of Risk:Low The decision to designate an area of Salford within a Mayoral Development Zone does not take any statutory powers or decision making powers from the Council.    The source of funding is: Existing Council budget / GMCA funding   Legal Advice obtained: At this stage there are no legal implications which arise from the report.  A Mayoral Development Zone is a non-statutory entity, unlike a Mayoral Development Corporation. Under the MDZ arrangements, GMCA and the two local authorities will incorporate the use of their own powers when required. Decisions relating to the Salford locality will be subject to the Council’s governance procedures and must be approved through the Council’s decision-making processes.   Financial Advice obtained: The Western Gateway Mayoral Development Zone will require a commitment of financial resource for both revenue and capital costs. If required, resource in the short term for the production of the strategic investment plan will be provided via existing funding available from GMCA with match funding coming from the respective local authorities. Further capital investment will be subject to the individual site business cases and sought from appropriate investment sources that fit with the intended purpose.    Procurement Advice obtained: At this stage, there are no direct procurement implications for the Council linked to the recommendations.   HR Advice obtained: No comments have been sought on HR implications    Climate Change Advice obtained: Previous economic assessments of the Western Gateway growth location have identified significant savings on emissions linked to the eventual completion of Port Salford as a tri-modal port.  As part of the development of the WGDZ business plan, this will be taken into account as a benefit alongside consideration of disbenefit from the proposed development in the area.    The following documents have been used to assist the decision process: ·         Cabinet Report – 10th June 2025   Contact Officer: Ian Thompson                                       Email:ian.thompson@salford.gov.uk   ·         The appropriate scrutiny to call-in the decision is the Growth and Prosperity Scrutiny Panel   Signed:   Councillor Tracy Kelly                           Dated: 10/06/25 Statutory Deputy City Mayor     For Democratic Services use only   ·         This decision was published on 12.06.25.
