Content: 8.1 Members considered a report of the Executive Director of City Futures detailing the responses received to the consultation for the Redmires Road and Lodge Lane Speed limit proposals, including the objections received. The report outlined the objections to the speed limit order and set out the Council’s response to these objections.     8.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee:-   a)    Considers the objections to the proposed Speed Limit Order associated with changes to and introduction of speed limits on Redmires Road and Lodge Lane. b)    Having regard to those objections, approves that the Speed Limit Order be made in accordance with the Road Traffic Regulation Act 1984. c)    Note that all respondents will then be informed accordingly. d)    Approves implementation of the Redmires Road and Lodge Lane speed limit scheme. e)    Commission officers to investigate the feasibility of what would be required on the length of Redmires Road (between Hallam Grange Road and Worcester Road) for it to be appropriate for a 30mph limit, acknowledging the speed limit must be suitably designed to ensure drivers understand the limit, and are likely to comply with it, with costs being met by Road Safety Fund monies. f)      Instruct officers to examine and report back to the next meeting of this committee on the potential for and costs of implementing a consistent 30mph limit, including the stretch between Hallam Grange Road and Worcester Road, subject to the statutory process, whilst not delaying the delivery of the scheme approved today.     8.3 Reasons for Decision     8.3.1 Reducing the speed of traffic in residential areas should, in the long term, reduce the number and severity of collisions, reduce the fear of collisions, encourage sustainable modes of travel and contribute towards the creation of a more pleasant, cohesive environment.     8.4 Alternatives Considered and Rejected     8.4.1 Alternative Option 1: 30mph limit on Redmires Road from Tom Lane to the existing 40mph west of Redmires Way   This option would have extended the 30mph limit along the length of Redmires Road included in this scheme. This is essentially what the majority of respondents have asked for during the public consultation. However, as outlined above the recorded speeds along the route indicated that not all of it could be considered suitable for a 30mph limit; and so it did not secure police support. This was due to issues of expected compliance. The proposal was therefore not promoted as without police support of the proposed speed limits, compliance may be low and enforcement action would not likely be available.
