Purpose:

Content: 30.1 The Committee considered a report of Huda Ahmed, Community Services Manager, on the proposed allocation of funds to address local priorities.   30.2 The East LAC has a delegated budget of £100,000 for the year 2025/26. It is proposed that for the year 25/26 the East LAC continue with the identified key priorities and allocate funding £25,000 to each of the four wards. Manor/Castle, Arbourthorne, Richmond and Darnall.   30.3 The Committee was asked to note the expenditure against the 2024/25 £100,000 budget to address local priorities in the East LAC Community Plan as detailed in the report.   30.4 RESOLVED: That the East Local Area Committee:   1)    notes the expenditure against the 2024/25 £100,000 budget to address local priorities in the East LAC Community Plan as detailed in the report; and   2)    agrees the spend breakdown of the £100,000 budget for the year to address the local priorities in the East LAC.   30.5 Reasons for Decision   30.5.1 Spending decisions made by the Community Services Manager under the authority delegated by the LAC in October 2024 are required to be reported to the next LAC meeting so that the LAC can monitor its delegated budget and delivery of the Community Plan. The further expenditure and proposed use of funding under delegated authority outlined in the report addresses the identified local priorities within the East LAC community plan.   30.6 Alternatives Considered and Rejected    30.6.1 The LAC could choose not to allocate budgets at this stage, but this would delay local projects and facilities for local communities. Decisions on all expenditure could be reserved to the LAC, but this would inevitably delay delivery of priority actions to address specific issues identified in the Community Plan. All decisions on expenditure to support Community Plan priorities could be delegated to officers. However, this would restrict and undermine the LAC’s ability to monitor its delegated budget and delivery of the Community Plan.
