Purpose: Review of current Market Strategy, discussion on Markets development options for indoor and outdoor and proposals to address outdoor market reduced trading days and future options for indoor market improvements.
Content: 10.1 Members of the committee considered a report of the Executive Director Neighbourhood Services containing a Markets Strategy setting out a clear vision for strengthening markets that are operated by Sheffield City Council. 10.2 RESOLVED: That the Environmental Services and Regulation Policy Committee ; a) Reviews and approves the markets strategy including its vision, priorities and plan. b) Endorses and identifies priority areas such as the financial performance, customer experience and the focus for delivery. c) Approves the strategy for implementation. d) Supports any ongoing engagement and benchmarking with stakeholders, traders, community partners, end users and other authorities. Including refining implementation plans. 10.3 Reasons for Decision 10.3.1 The recommendations are being made to provide a clear and strategic framework for the future development and sustainability of Sheffield markets based on the Waste and Street Scene policy committees desire to have a markets strategy 10.3.2 Currently there is no overarching strategy, and a coordinated strategy is essential to guide future decision making. By focusing on investment and service delivery over the next five years will ensure markets remain relevant, resilient and responsive to the needs of local communities and businesses. 10.3.2 By approving the strategy the committee will enable the council to take a more proactive, inclusive and commercially viable approach to managing its markets. 10.4 Alternatives Considered and Rejected 10.4.1 To do nothing and deal with issues as and when they arrive. We have chosen to start a piece of work that will review all markets that are ran by Sheffield City Council. This will guide our decision making and create a purposeful more effective service with key clear drivers supporting long term planning.
