Purpose:
Content: RESOLVED: Hackney Procurement Board: Approve the appointment of providers A, B and C (identified in the exempt appendices) onto the Council’s Independent Tenants and Leaseholder Advisor Framework 2025. Individual call-off contracts will be awarded through mini-competitions under this framework to ensure ongoing value for money. The total value of the framework will not exceed £2m over its duration of four years. RELATED DECISIONS 1. Low Risk Business Case (Exempt Appendix 3) approved on January 10th 2025.The Business case recommended approval of a Public Contracts Regulations 2015 compliant Open Procedure procurement exercise to engage the services of a pool of suppliers under an Independent tenant and Leaseholder Advisors (ITLA) framework. 2. The ITLA framework will provide services to support the delivery of the Council’s housing estate regeneration programmes. A summary of the key Council approvals for these programmes are set out in the report. 3. The Woodberry Down regeneration programme has been the subject of numerous Cabinet decisions dating back to 2002. On 18 July 2022 Cabinet authorised entering into the fifth deed of variation of the Principal Development Agreement (PDA), the development contract with Berkeley Homes and Notting Hill Genesis, confirming and updating the on-going commitment to the full regeneration of the Woodberry Down estate (Key Decision number CHE 112). 4. The Housing Supply Programme (HSP) was approved by Cabinet in February 2016 (29 February 2016 Cabinet approval - key decision no: HS K57). 5. Cabinet approved updates to the Estate Regeneration Programme and the Housing Supply Programme in April 2019 (Key decision number: NHP65). 6. On 12 December 2022 Cabinet approved the ‘New Council House Building Programme and 1,000 Homes for Social Rent Commitment’ Key Decision No. CHE S142 which approved the business case for the New Homes Programme.
