Purpose:
Content: Resolved that Full Planning Permission be GRANTED for the change of use from existing single-family dwellinghouse (Use Class C3) to a 5-bed, 5-person HMO (Use Class C4), in addition to a loft conversion and construction of a rear dormer, single storey rear extension and all other associated alterations. Subject to the conditions set out at Appendix 2 of the report, to be detailed in the notice of determination with Amendment to: · Condition 4 – a. Prior to the occupation of the development hereby approved, notwithstanding that shown on drawing no. P000 Rev. A, details of secure and dry cycle storage facilities shall be submitted to and approved in writing by the Local Planning Authority. Details should include location, plan and elevation drawings of the storage, as well as the materiality of the proposed cycle. b. The storage and cycling facilities shall in all respects be constructed in accordance with the approved details prior to the occupation of the development and maintained thereafter. Reason 4: To promote sustainable travel and to ensure compliance with Policy T6 of the London Plan (2021) and IM4, IM(b) and IM(c) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (Adopted July 2014). · Condition 7 – a. Prior to the occupation of the development hereby approved, notwithstanding details shown on drawing no. P000 Rev. A, full details of secure refuse storage units, so as to store five (5) 240L waste bins (2x240L recycling, 2x240L refuse and 1x240L green waste bins) shall be submitted to, and approved in writing by, the Local Planning Authority. Details should include a revised location, plan, and elevation drawings of the storage, as well as the proposed materiality of the bin storage units. b. The storage and recycling facilities shall in all respects be constructed prior to the occupation of the development hereby approved and in accordance with the approval details and maintained for the lifetime of the development. Reason 7: To ensure that adequate refuse/recycling facilities are proposed and to ensure that the appearance of any storage facilities would be acceptable in design terms and protect neighbouring residential amenity. This is to ensure compliance with Policies D3, SI7 and SI8 of the London Plan (2021), Policies H5, DH1, DH(b) and E(a) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (July 2014) and the New Developments: Guidance Notes for the storage and collection of waste and recycling materials for the Royal Borough of Greenwich (May 2018). Addition of the following conditions: · Condition 8 – Prior to the occupation of the development hereby approved, an Operational Management Plan shall be provided to, and approved in writing by, the Local Authority. Details shall include, but are not limited to: • Details as to how the property will be managed in order to minimise the impact on the residential amenity of adjoining owner/occupiers. • Details of building checks • Details of a 24 hour emergency telephone number to be utilised by residents should any concerns from noise nuisance arise. The development shall then be carried out in accordance with the details hereby approved and continued as such for the lifetime of the proposed development. Reason 8: To ensure that the proposal would have an acceptable impact on the residential amenity of adjoining owner/occupiers. This is to ensure compliance with Policy D14 of the London Plan (2021) and Policies DH(b) and E(a) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (July 2014). · Condition 9 (Revised lower overall height to single storey rear extension) – a. Prior to commencement of the development, notwithstanding the details shown in drawing no. P002, P003 and P004, revised elevations and sections showing a reduced overall height of the single storey rear extension shall be submitted, and approved in writing by, the Local Planning Authority. b. The single storey extension rear extension shall in all respects be constructed in accordance with the approval of details in part (a). Reason 9: To ensure that the proposal would have an acceptable impact on the residential amenity of adjoining owner/occupiers. To ensure the proposed development is considered to be acceptable in design terms and would be in accordance with the NPPF (2024), Policy D3 of the London Plan (2021), Policies DH1 and DH (a) of the Royal Greenwich Local Plan: Core Strategy with Details Policies (2014) and the RBG Urban Design Guide (2023). Members required all of the above amended conditions (4 and 7) and the additional conditions (8 and 9) to be consulted with the adjoining neighbours, when the details are submitted. An informative on any decision notice will make this clear to the applicant that this will be done, when they are submitted. That the Assistant Director (Planning & Building Control) be authorised to make any minor changes to the detailed wording of the recommended conditions as set out in Appendix 2 of the main report with amendments and submissions as set out above, its addendums and the minutes of this Area Committee Meeting, where the Assistant Director (Planning & Building Control) considers it appropriate, before issuing the decision notice.?
