Content: Salford City Council - Record of Decision   I Councillor Barbara Bentham, Lead Member for Neighbourhoods, Environment and Community Safety, in exercise of the powers contained within the City Council Constitution do hereby agree to the signing of the memorandum of understanding (MoU) with H.M. Prison and probation Service to formalise the working relationship and support the continued delivery of structures community payback projects within the city.   The Reasons are: Under the direction of the Ministry of Justice, the Probation Service requires a legally binding Memorandum of Understanding (MoU) to be signed between Salford City Council (as Host Partner) and H.M. Prison & Probation Service, before any Community Payback activities can formally take place in Salford.   Options considered and rejected were: to have no Community Payback activities can formally take place in Salford   Assessment of Risk: Low Site and task risk assessment will be included in the Work Placement Assessment and Project Agreement prepared for each referral.  Probation Service will lead on this and will include supervising people on probation, but task suitability, site considerations, system of work, level of priority etc must be agreed with the Council representative prior to start.    The source of funding is: The scheme will be delivered using existing council resources and budget allocations.
