Purpose: To note the outturn position for the year and approve carry forward requests.

Content: RESOLVED that the Cabinet:   i.       notes the outturn capital expenditure as outlined in Table 1.   ii.     approves carry forwards of £56.770m from the 2024/25 capital programme to 2025/26, including the specific schemes listed in Annex A.   iii.    notes the financing of capital expenditure as shown in Table 2.

Reasons for the decision: The reasons for the recommendations are set out in section 5.

Alternative options considered: Cabinet could decide not to support carry-forwards of unspent capital budgets, however that would mean that many schemes that are in progress would need to be aborted.
