Outcome: Recommendations Approved
Is Key Decision?: No
Is Callable In?: No
Date of Decision: July 29, 2025
Purpose:
Content: Question from Graham Smith, St Mabyn It is now 15 months since Cornwall Council voted an additional £10 million to finance the Truro, Pydar area regeneration project. When will a new planning application be submitted? In response the Strategic Director for Sustainable Growth and Place stated the following: Having taken ownership of the site in March 2025, the new landowner Treveth is currently reviewing the existing masterplan to ensure it is optimised to suit the current and local market. This exercise is progressing and should be completed by the end of September 2025, after which a fresh Reserved Matters planning application will be prepared for Phase 1 and submitted in Spring 2026. The speaker responded with a supplementary question: Has the Council considered any alternative uses for the Pydar area in Truro, if so what are they and if not why not? The following response was provided by the Strategic Director for Sustainable Growth and Place: A very long process was undertaken to find the right answer for the Pydar Street site with a lot of consultation undertaken which included the Truro City Council and many other stakeholders. Outline planning permission described a mixed use development which would, in the future be an asset the City of Truro. The Strategic Director advised that, in his view, there was room within that outline planning permission to vary elements which formed part of that mixed use scheme to ensure that the right answer was found and options would be worked through in the scope of the current outline planning permission and masterplan and reflected back on his original response outlined above.
