Content: Salford City Council - Record of Decision I, Councillor Mike McCusker, Lead Member for Planning, Transport & Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby approve: The expenditure of £345,000.00 of Section 106 contributions towards Peel Park (Little Hulton) – Play Area and Outdoor Gym. The reasons are: to meet the requirement of the relevant Section 106 Agreement detailed within the report. Options considered and rejected:Not applicable as the Section 106 Agreement detailed within the report requires expenditure on specific individual projects or types of projects. Assessment of risk: Low – The delivery of the access and infrastructure improvement works will satisfy the terms of the Section 106 agreement. The source of funding is: Section 106 contributions of £345,000.00 which have been received from the developments located at: § £35,000.00 from Wicheaves Crescent (Section 106 Ref: 348 - 17/69416/FUL); § £285,000.00 from Brackley Golf Course (Section 106 Ref: 382A - 18/72605/OUTEIA); and § £25,000.00 from Land north of Seddon Street (Section 106 Ref: 403 - 19/73707/FUL). Legal Advice obtained: Justin Hobson – Manchester City Council Legal and Democratic Services, 23.06.2025 Section 106 contributions can only be expended in accordance with the terms of the planning obligations outlined in the relevant Agreement. If the Council cannot demonstrate that the contribution has been expended in accordance with the agreements, there is a risk that the contribution may need to be repaid to the developers. This report explains why officers are of the view that the expenditure set out herein would be in line with the terms of the Agreement. Financial Advice obtained: Adam Mozley, Accountant, 19.06.2025 The £345,000 Section 106 funding as identified in the report is towards Peel Park. The funding will be used towards revitalising the existing play area to create a more cohesive and accessible play space and outdoor gym facility. The works will also include the provision of a new outdoor table tennis table near to the Community Little Hulton Pavilion. The funding as identified in the report has been received and are available to fund the works.
