Content: Salford City Council - Record of Decision (Cabinet) I, Paul Dennett, City Mayor in Consultation with Cabinet in exercise of the powers contained within the City Council Constitution do hereby approve: Salford’s Domestic Abuse Support in Safe Accommodation Strategy 2025 - 2028 The Reasons are: It is a statutory requirement (under Part IV, Domestic Abuse Act) for the Council to produce a Domestic Abuse Support in Safe Accommodation Strategy every 3 years. The review of the existing strategy and production of this new strategy has been achieved by: Noting the key outcomes delivered through the 2021 strategy and the services currently available to support DA victims/survivors. Analysing the strategic drivers and what wider legislation, strategy and policy steers us to prioritise/achieve Analysing data and intelligence to help inform the challenges locally Considering what people with lived experience and key stakeholders/partners have told us about what the issues are in Salford and what’s important Conducting an on-line survey on the draft strategic priorities and objectives Outcomes fed back to the Domestic Abuse Housing Advisory Group who recommended the final strategic priorities and objectives Options considered and rejected were: None – However, work on the action plan has been to ensure that the actions are specific, measurable, achievable, realistic and time specific. Assessment of Risk: Medium – the strategy seeks to facilitate a joined up approach to supporting victims/survivors of domestic abuse, while preventing (where possible) or reducing the impact of domestic abuse. However, resource and capacity are finite. The source of funding is: N/A The actions are either deliverable within existing resources or where additional resources/funding is required this is backed up by the relevant work to establish a business case and to seek/secure relevant funding (with the appropriate approvals) on a case by case basis. LEGAL IMPLICATIONS: Michael Goulden Senior Lawyer (Housing) As it is drafted, I have not identified anything in the proposed 2025-2028 strategy which does not comply with the statutory duties set out in section 57 of the Domestic Abuse Act 2021, The Domestic Abuse Support (Local Authority Strategies and Annual Reports) Regulations 2021 and the associated statutory guidance. FINANCIAL IMPLICATIONS: Adam Mozley, Accountant Whilst the strategy itself has no financial implications at this stage, there may be direct financial implications resulting from the implementation of the strategy. The Government announced that tier 1 local authorities will receive £160 million of funding to cover the cost of new burdens placed upon local authorities in meeting their new statutory duty under Part 4 of the Domestic Abuse Act for this financial year (2025/26). The allocation for Salford for 2025/26 is £880,038, the cash has been received. As at 25/06/2025 Salford Council has allocated £784,634 of the grant funding with the remaining £95,404 currently under review to ensure full grant usage is being maximised. It is imperative that we have a fully costed plan of how this funding will be spent.
