Purpose: To seek approval for the acquisition of land at Wynton Way and funding arrangements to enable the delivery of affordable housing by Fareham Housing in response to identified local need within the Borough. The report also seeks approval for additional funding to support the delivery of self/custom-build serviced plots on Council-owned land at the corner of Sea Lane and Stubbington Lane, Hill Head. The report recommends the acquisition of land from Hampshire County Council (HCC) and seeks funding approval for the redevelopment of the wider site at Wynton Way to provide affordable homes to address housing need in Fareham North. It also provides an update on the project to deliver four self/custom-build plots at Sea Lane, Hill Head, and requests additional funding to facilitate the delivery of fully serviced plots. This follows the Executive’s previous approval to progress the project on 2 November 2020. Both proposals support the Council’s priority to provide housing choices.
Content: RESOLVED that the Executive: (a) approves the funding arrangements to enable the land acquisition at Wynton Way from Hampshire County Council, and redevelopment of the wider site, as detailed in Appendix A to the report, for the delivery of affordable housing; (b) delegates authority to the Director of Housing, following consultation with the Executive Member for Housing, to agree the final Wynton Way land acquisition cost and term of purchase, subject to the purchase being within affordable levels; (c) delegates authority to the Director of Housing, following consultation with the Executive Member for Housing, to appoint an architect to develop a detailed design for the scheme and submit a planning application to include the demolition of the garages and access improvements; (d) delegates authority to the Director of Housing, following consultation with the Executive Member for Housing, to appoint a building contractor to deliver the homes following an appropriate tender process; (e) approves the updated funding arrangements as outlined in Appendix B to the report, for the delivery of serviced self/custom build plots at Sea Lane; and (f) delegates authority to the Director of Housing, following consultation with the Executive Member for Housing, to establish the best route to sale for the Sea Lane self/custom build plots, and to determine the level at which offers will be accepted.
