Purpose:

Content: 1.    That authority be delegated to the Leader of the Council to consider additional information regarding the increased Anglian Water costs and bat mitigation before the Council confirms its budget setting for the Capital Programme and agrees the additional financial contribution of £13.98m for the North Hykeham Relief Road Scheme (NHRR).   2.    That the submission of the Full Business Case to the Department for Transport be approved in principle.   3.    That authority be delegated to the Executive Director – Place, in consultation with the Executive Councillor for Highways and Transport, to take all necessary decisions and determine the final form of the Full Business Case for the NHRR Scheme to be submitted to the Department for Transport, as detailed in the report.   4.    That the acceptance, in principle, of funding from the Department for Transport for the purposes of delivering the NHRR scheme, provided that the final grant, which will be subject to conditions, is no less than the current funding allocation of £110.045m, be approved.   5.    That authority be delegated to the Executive Director – Place, in consultation with the Executive Councillor for Highways and Transport, to take all necessary decisions in relation to the grant of funding from the DfT, including agreement of the DfT’s funding conditions, in order to accept and secure the funding grant as soon as possible.
