Content: RESOLVED:   To note the decisions taken under the Council’s Special Urgency Provisions as set out below:   Decision Date 21 July 2025 Executive Body Cabinet Report Title CE S506 Youth Justice Strategic Partnership Plan 2025-28 Reasons for Urgency The making of this decision is urgent and cannot reasonably be deferred. The decision was due in June 2025 and would put the Council’s funding at risk should it be delayed to September. Decision Cabinet agreed to:   1.  Recommend to Full Council that the Youth Justice Strategic Partnership Plan 2025-28 be approved and adopted as per the grant agreement with the Youth Justice Board, England and Wales. 2.  Notes that the strategic plan has been developed with input from all members of the Safer Young Hackney Partnership Board (inclusive of Police, Probation, Education, Health, Children’s Social Care, Community Safety, Housing, Court, and Voluntary and Community Sector) staff and feedback from young people and parents. 3.  Notes that once approved, the plan will be published and an annual review and update will be conducted every 12 months to monitor progress and update actions.   REASONS FOR THE DECISION:   Section 40 of the Crime and Disorder Act 1998 sets out the youth justice partnership’s responsibilities in producing a Youth Justice Plan. In pursuance of these duties, the Council has been guided by the Youth Justice Board for England and Wales.   The Youth Justice Board, England and Wales has introduced the requirement for local authorities to sign off the annual Youth Justice Plan at Full Council. This is now a condition of our annual grant.   The 3 Year Youth Justice Plan outlines Hackney's partnership vision for children who are engaged with, or at risk of entering the Youth Justice System. It emphasises safeguarding, prevention, early intervention, and responding to local needs. It highlights the partnership's shared commitment to a "child first" and strength-based approach which is aligned with Hackney STAR-R model (Systemic, Trauma Informed, Anti Racist and Restorative). The document includes the partnership's anti-racism position statement, acknowledging systemic racism and committing to practice which is anti racist and actively champions social justice.
