Decision Maker: Cabinet, Council

Outcome: For Determination

Is Key Decision?: Yes

Is Callable In?: Yes

Date of Decision: October 7, 2025

Purpose: A document that sets out the council's requirements for developers to improve/protect air quality via the development control process. The SPD provides an important mechanism to help us achieve the aims and objectives of our Air Quality Action Plan (AQAP).

Content: Resolved:   That Cabinet recommends that Full Council adopt the Air Quality Supplementary Planning Document (SPD).   Reason for decision:   The Air Quality SPD is an important measure identified in the council’s Air Quality Action Plan.   The adoption of the SPD will allow the council to comply with its duty under section 83A(5) of the Environment Act 1995 (as amended) ‘to secure the achievement, and maintenance, of air quality standards and objectives’ within Wiltshire by ensuring that:   •       our AQMAs are protected from a worsening of air quality due to future development •       we achieve our goal to bring levels of harmful pollutants down so we are able to revoke all our AQMAs in the future •       we are being proactive to help prevent the creation of new AQMAs
