Purpose:

Content: RESOLVED:   3.1  That the scheme for Children and Education Directorate as set out in   section 11 be given approval as follows: Shoreditch Park Adventure Playground Play Hut: Resource and spend   approval of £300k in 2026/27 is requested for development of a   children's Playhut at Shoreditch Adventure Playground.   3.2   That the scheme for Climate, Homes & Economy Directorate as set   out in section 11 be given approval as follows: Public Realm Improvement Projects (on the Red Path and Prince Edwards Road): Resource and spend approval of £350k in 2025/26 (£99.1k in Revenue and £250.9k in Capital) is requested to deliver public realm improvements to these areas.   Library Kiosks Upgrade & Digital Technology Improvements to the Library Service: Spend approval of £120k (£70k in 2025/26 and £50k in 2026/27) is requested to upgrade the Library kiosks and to carry out Digital Technology Improvements to the Library Service. Hackney Car Pound - Bentley Road: Resource and spend approval of   £1,225k (£300k in 2025/26 and £925k in 2026/27) is requested to   convert Bentley Road Car Park into a dedicated car pound for the   Council. This is an invest to save proposal which will deliver cost savings   of £0.250m per year. 3.3   To implement the project to repair, refurbish and reconfigure.   3.4  To give delegated authority to the Group Director of Finance and   Corporate Resources, in consultation with the Director of Strategic   Property Services to appoint the building contractor through the   Hackney Construction Framework or equivalent contractor framework. 3.5   To increase the Housing Revenue Capital programme by the project budget to fund this project.   3.7   To give delegated authority to the Group Director of Finance and   Corporate Resources, in consultation with the Director of Strategic   Property Services to if required review the budget for the project and   revise it as long as the project is considered viable.   3.8   To authorise the Director of Legal, Democratic Electoral Services to   prepare, agree, settle and sign the necessary legal documentation to   effect the proposals contained in this report and to enter into any   other ancillary legal documentation as required.
