Content: 11.1 The Committee received a report of the Executive Director, City Futures which provided an update on the route map to decarbonisation with particular focus on engagement plans with businesses across the city. It outlined an aim that the final route map be codesigned with the Sheffield business community and updated the Committee on timelines for the work and stated that the final route map was expected to be completed by February 2026.     11.2 RESOLVED UNANIMOUSLY: That Economic Development, Skills and Culture Policy Committee:-   a)    Note the progress with the development of the Business and Decarbonisation Route Map so far b)    Note the plans for business engagement over the coming months c)    Approve the timeline for the completion and agree to the Business and Decarbonisation Route Map being brought back to Committee for final approval in February 2026     11.3 Reasons for Decision     11.3.1 The Business and Economy Decarbonisation Route Map will be an important plan for the city as part of its transition towards a low-carbon economy. Key to the route map’s success is the buy-in and support from the business community. This report sets out how businesses will be engaged with the work, with the principle of co-design sitting at the heart of the approach.     11.4 Alternatives Considered and Rejected     11.4.1 Alternative Option 1: Do Nothing       The 10 Point Plan for Climate Action committed the Council to developing a Business and Economy Route Map. Not fulfilling this commitment, as well as the ambitions set out in the Council Plan, would undermine trust and confidence in the Council’s commitment to achieving net zero.     11.4.2 Alternative Option 2: Develop a Business and Economy Route Map with Minimal Business Engagement     This option has previously been considered and was rejected. This was because the plan’s success hinges on Sheffield businesses supporting the plan and seeing its relevance to their future. The best way to ensure this was for businesses to be partners in the development of the plan. This approach takes longer but will have longer-term benefits when it comes to the route map’s delivery.
