Purpose:
Content: 10.1 The Committee received a report of the Executive Director, City Futures which proposed a set of measures which the Economic Development, Skills and Culture Policy Committee would begin to monitor as part of the new Council Performance Framework. It explained how the measures linked to the wider framework and the wider context of performance measures in Sheffield City Council and proposed that the Committee receive its first baseline report in December 2025. 10.2 RESOLVED UNANIMOUSLY: That Economic Development, Skills and Culture Policy Committee:- a) Agree the selection of performance measures b) Agree to receive quarterly reports that provide an overview of performance against the measures; highlighting performance challenges, successes and interventions taken in order to inform the Committee’s decision-making c) Identify any issues of concern that they may wish to discuss in future performance reports in more detail d) Agree to review the measures and targets annually in the context of progress, new areas of focus and the impact of external changes 10.3 Reasons for Decision 10.3.1 The Committee is encouraged to adopt the performance reporting proposals outlined in this report to strengthen its oversight and decision-making capabilities. The proposed framework introduces a clear reporting rhythm, separates data by service area for ease of understanding, and allows for iterative refinement based on committee feedback. This approach will support transparency, accountability, and continuous improvement, ensuring that Members are well-informed and able to respond effectively to emerging challenges and opportunities 10.4 Alternatives Considered and Rejected 10.4.1 The Economic Development, Skills and Culture Policy Committee has delegated responsibility for the regular monitoring of data including performance and financial information, and the performance monitoring of Economic Development, Skills and Culture Committee services. Therefore, no alternative options to the production of this report have been considered.
