(to be supplied by procurement) PSR Competitive Process Framework Details (where applicable) (procurement body, framework reference & title, start/ end date N/A Funding Source Revenue Budget Ethical Contractor (EC): Mayor’s Employment Charter No   EC: Committed to sign The Mayor’s Employment Charter Yes     EC: Committed to the principles outlined in the Mayor’s Employment charter N/A   EC: Accredited Living Wage Employer Yes   EC: Committed to becoming Accredited Living wage Employer N/A ?     The Reasons are: Through the tender evaluation and interview, the provider demonstrated: 1.  Previous and current experience of delivering safe and effective drug and alcohol prevention, treatment and recovery services for adults. 2.  The delivery model was well developed, offering a person-centred, trauma-informed drug and alcohol prevention, treatment and recovery service for adults, based on national evidence, clinical guidelines, and research. 3.  A commitment to support marginalised or underrepresented groups in Salford, proactively identifying barriers and unmet need. 4.  All elements of the service specification will be met.   Options considered and rejected were: Not to award the contract.   Assessment of Risk: High Salford City Council has a statutory responsibility to provide mandated Drug and Alcohol Prevention, Treatment and Recovery services (Adults).  This is funded through the Public Health Grant.   These services prevent, manage, and treat drug and alcohol use for adults, their families and the wider community. Not awarding the contract or the contract award being delayed would mean there would be no service in place for not only Salford residents, but also Trafford and Bury residents.
