Purpose: To consider the report of the Leader of the Council detailing an update on the progress of the devolution programme across Hampshire and the Solent.

Content: (i)  Subject to approval of secondary legislation by Parliament (by Statutory instrument), to approve the appointment of Councillor Alex Winning as the council's representative on the Shadow Board for the Hampshire & The Solent Combined County Authority. (ii)  Subject to approval of secondary legislation by Parliament (by Statutory instrument), to approve the appointment of Councillor Christie Lambert as the council's standing Deputy on the Shadow Board for the Hampshire & The Solent Combined County Authority. (iii)  Subject to approval of secondary legislation by Parliament (by Statutory instrument), to approve the appointment of Councillor Alex Winning as the council's representative on the Hampshire & The Solent Combined County Authority once legally established. (iv)  Subject to approval of secondary legislation by Parliament (by Statutory instrument), to approve the appointment of Councillor Christie Lambert as the council's standing Deputy for the Hampshire & The Solent Combined County Authority once legally established.

Reasons for the decision: As referred to in the detail of the report the Council as one of the 4 Upper Tier Local Authorities in the county is required to ensure lawful arrangements are in place prior to the creation of the MCCA in May 2026, these two recommendations form part of the core governance arrangements

Alternative options considered: In light of the legal obligations placed on the Council there are no alternatives.
