Purpose: This Scrutiny Report provides an overview in respect of Lancashire House Project, launched in 2022 to support care leavers aged 16–17 in moving to independent living. Initially, four Registered Social Landlords provided 10 one-bedroom properties. The project has since expanded, with an additional cohort added in each subsequent year, operating across a wider area. Each year, young people complete an independent living programme, choose and decorate their own homes, and participate in community events. The project has a strong focus on education, employment, and life skills, with most participants in education or work. Lancashire’s approach is recognised nationally as best practice, and the project has consistently delivered positive outcomes within budget. Next steps include further expansion into wider Lancashire districts, increasing property numbers, and exploring new partnership opportunities to support more young people.
