Purpose: In 2020, Cabinet approved a Social Value Charter. This has been updated to reflect the Council’s current corporate priorities, including the climate and nature emergency declaration and to reflect new 2025 procurement regulations. This report seeks approval to adopt and implement a new Sustainable Procurement & Social Value Charter.
Content: RESOLVED That the Cabinet: a) approves the Sustainable Procurement and Social Value Charter shown in Appendix A within report PES/500, subject to any agreed changes. b) delegates authority to the Head of Corporate Finance in consultation with the Head of Governance, People and Performance/Head of Law and Governance, Head of Economy & Planning and The Leader of the Council to make amendments to the Charter as further changes to legislation and statutory guidance are introduced or following a subsequent review (Generic Delegation 7 will be used to enact this recommendation). Reasons for the Recommendations The Sustainable Procurement & Social Value Charter consolidates the Council’s environmental and socio-economic ambitions into a single, accessible document. It simplifies procurement expectations for suppliers and enhances our ability to monitor and evaluate social value delivery. This report seeks approval of the Sustainable Procurement & Social Value Charter.
