Purpose: Providing a service to support young people NEET are a vital component and support mechanism to ensure the full discharge of the Council’s statutory duty to support full participation. The report will provide Children, Young People and Education Committee with a proposed approach to securing the service required through a joint procurement process led by Halton Council. The recommendation to the committee will be to provide delegated authority to the Director of Children, Young People and Education to enter a partnership service delivery contract with Halton Council, Knowsley Metropolitan Borough Council, and an approved service provider, at the end of the procurement process.

Content: Resolved (9:1:1) – That the Director of Children, Families and Education be authorised to:   1.   Commence a procurement process for delivery of a service to support and assist young people not in employment, education and / or training to positively participate and access employment or further learning on the basis a contract for 3 years with options to extend for a further 12-month period.   2.   Award the contract based on the most advantageous tender.
