Purpose:

Content: Following consideration of the above, it was moved by Councillor Marrington, seconded by K Evan Hughes and by consensus it was   RESOLVED that   1.  The publication of the national Medium Term Planning Framework and its statements that neighbourhood health plan requirements would be set out in a forthcoming Neighbourhood Health Framework intended to frame a 3 year neighbourhood health intentions to be incorporated in NHS, Local Authority and Public Health plans be noted. 2.  A draft model neighbourhood framework and a national neighbourhood health planning framework were expected in November 2025 and that these would define the goals, scope and priority actions for neighbourhood health and outlined how the NHS and the local authorities should plan jointly be recognised. 3.  Local neighbourhood planning continue at pace and be developed using the draft strategic commissioning framework as the basis for engagement with partners. 4.  Feedback from Cornwall Council colleagues, VCSE and other stakeholders be incorporated once received. The intention was that Cornwall Council would be a joint signatory to the final framework.  Their initial response has been positive and formal comments would guide refinements. 5.  Preparation to update the strategic commissioning framework after publication of the national model neighbourhood and planning frameworks, recognising that further iterations would be required to reflect national guidance and a refreshed version should be brought back to the Committee in Common once agreed with partners. 6.  To develop a governance timeline to enable formal sign off of the Strategic Commissioning Framework within the national timelines which aligns with both NHS and Council (including the Council for the Isles of Scilly) processes.  Such timeline to be circulated urgently.
