Purpose:

Content: Resolved that full planning permission be GRANTED for the provision of new community sporting facilities, consisting of 2x floodlit Ng pitches, 5x grass football pitches, clubhouse/pavilion including changing and football academy facilities, padel tennis courts, play zone, car parking and associated landscaping, boundary treatment and access at the former Co-op sports ground, Foots Cray Road, Eltham.   Consent subject to the conditions set out in Appendix 2 of the report and the following condition amendments and informative – ·        Condition 25 - Cycle Parking; to specify the provision of a minimum of 40 cycles spaces be provided. Reason: to meet TfL objectives and promotion of sustainable travel,   ·        Condition 38 - Active Travel Zone Assessment; point A) be amend to require provision of a second pedestrian access, as follows – a)    Prior to the commencement of the development, an Active Travel Zone Assessment, in accordance with the aims of Healthy Streets for London, shall be submitted to and approved by the Local Planning Authority, which shall include a second pedestrian access can be provided to the south of the site near the bus stop and footway along Footscray Road including on the southern side of the main access way. Reason: to provide a safe pedestrian connectivity between the bus stop and the pavilion and football pitches.   ·        Condition 39 - Parking Design and Management Plan; add point f) - Permeable paving, landscaping, and substantial canopy cover are provided. Reason: to increase Biodiversity Net Gain (BNG)     ·        Informative 4 – That the applicant / operator establish a liaison group with local residents to monitor any impact of lighting and noise from the paddle courts.   That the Assistant Director (Planning & Building Control) be authorised to make any minor changes to the detailed wording of the recommended conditions as set out in the report (Appendix 2), its addendums and the minutes of this Planning Board meeting, where the Assistant Director (Planning & Building Control) considers it appropriate, before issuing the final decision notice.
