Purpose: A policy is required to detail Sheffield’s approach to leasehold management.
Content: 12.1 The Committee considered a report of the Assistant Director of Neighbourhood Services which sought approval from the Housing Policy Committee to adopt a Leasehold Management Policy. 12.2 RESOLVED UNANIMOUSLY: That the Housing Policy Committee approves the Leasehold Management Policy as set out in Appendix 1 of the report. 12.3 Reasons for Decision 12.3.1 A Leasehold Management Policy should be introduced to provide a clear, consistent framework for managing leasehold properties, ensuring that all leaseholders are treated fairly and equally. Without a policy, there is a risk of inconsistent practices, miscommunication, and legal non-compliance, which can lead to disputes and dissatisfaction among residents. A well-structured policy outlines responsibilities, service standards, and procedures for handling issues such as service charges, maintenance, and complaints, helping to build trust and transparency between leaseholders and Sheffield City Council. It supports the creation of thriving, inclusive communities by promoting accountability, engagement, and better standards of living. 12.4 Alternatives Considered and Rejected 12.4.1 Option 1: Do nothing – Discounted. A clear management policy provides transparency to leaseholders around their responsibilities and those of Sheffield City Council. Without a clear policy, decisions made could be inconsistent, leading to different levels of service being provided to leaseholders. It will also ensure that all legislative requirements are met for fire and health and safety requirements. A lack of policy can also increase complaints and tribunal cases.
