Content: Salford City Council - Record of Decision I Jack Youd, Lead Member for Finance and Support Services, in exercise of the powers contained within the City Council Constitution do hereby approve: ·         The creation of the Salford Centenary Community Grant Programme The Reasons are: The Centenary Programme is a city wide celebration to mark 100 years of Salford’s declaration of city status.  A city wide programme of cultural, creative, civic and community events is planned.  The programme is a significant undertaking.  The Council is providing leadership of a city wide partnership and overall coordination of the programme.  This decision will provide funding support to help community groups and grassroots residents groups to hold events in their local areas.   This decision will establish two elements to the Centenary Community Grants Programme:   ·         A small and micro grants fund of £90,000, to support community groups with grants up to £2,000.  Funding will be split equally across the eight neighbourhood areas, and to support non-geographic communities of identity. ·         A larger grants fund of £200,000, to support established community groups with grants up to £10,000. Funding will be sued to support heritage, environmental, creative, and community based events across the city.   The Grant Programme will be administered by CVS, with a selection panel in place to ensure the use of funds aligns with the Centenary programme and values.  SCC will be represented on the panels by neighbourhood managers (small) and by the Lead Member Finance and Corporate Services and Director Policy, Performance and Communications (large).  Options considered and rejected were:   No alternative options were considered.  Management of the funds by CVS makes best use of existing expertise in managing grants of this nature.  CVS deliver significant added and social value. Assessment of Risk: Medium The source of funding is:  Reserves – Salford Centenary funding   Legal Advice obtained:  Tony Hatton, Shared Legal Service:   The Council proposes to allocate grant funding to support the delivery of the Salford Centenary Programme to the community groups and organisations yet to be decided pending application for grant funding being made by the various groups at the appropriate time.   Grant funding is a different type of legal arrangement to a services contract with different implications. Contracts for goods and services (and works) are subject to public procurement legislation, but grants are not contracts for provision of services so are not subject to the procurement rules. Grants are also not subject to VAT., whereas services contracts are.   SCVS (as administrator of the two grant programmes) is an established partner of the Council and has a track record of delivering significant added and social value and maintaining excellent quality whilst delivering all required outcomes.   Shared Legal Services can review and advise on the any proposed funding agreements between the Council and the grant recipients if required.   Financial Advice obtained: Contact officer and telephone number: Hassan Khan - 0161 607 6914 Date provided: 10/11/25   The source of funding is: Centenary Budget – Reserves Expenditure Code: C2568 5802   This report is looking to commit £290,000 of grant funding to local organisation for the Salford Centenary.
