Purpose:

Content: The Scrutiny Corporate and Resources Committee RESOLVED to establish a Task and Finish Group to undertake a comprehensive review of the Council Tax Reduction Scheme and the Exceptional Hardship Scheme. The group will: Operate under the scope and objectives set out in the draft terms of reference, to ensure clarity on purpose and outcomes. Include a minimum of six members from this Committee (Chair and Head of Democratic and Governance Services to confirm the exact membership) to maintain continuity, recognising the intensity of the work and the need for consistent attendance. Consider the entirety of both schemes, including income disregards, banding, affordability within budget constraints, and the impact of national benefit changes. Incorporate engagement options as part of its objectives, ensuring future scheme design reflects effective communication and consultation with affected residents. Gather evidence from a wide range of sources, including Citizens Advice, Village Agents, and residents with lived experience, while observing GDPR and confidentiality requirements. Produce recommendations informed by modelling and analysis and continue its work through the post-consultation stage to review feedback and finalise proposals for governance.
