Purpose:

Content: Planning permission for application reference 2025/1393/01/PSI was granted:     i.  Subject to a section 106 agreement to secure:   -  SuDS £10k maintenance and management; -  Training employment plan; and -  Associated monitoring costs arising from the above planning obligations.     ii.  Subject to the following conditions:   1.  3 year consent; 2.  List of approved drawings; 3.  Details of Site Investigation; 4.  Submission of remediation scheme; 5.  Implementation of Approved Remediation Scheme; 6.  Reporting of Unexpected Contamination; 7.  Details of Construction Method Statement; 8.  Details of Construction Ecological Management Plan; 9.  Large scale details of building; 10.  Details of design and materials of cycle hub building; 11.  Sample materials; 12.  Large scale details and materials of rooftop plant and equipment enclosures; 13.  Details of manifestation to glazing on south east elevation; 14.  Details of tree protection; 15.  Details of proposed trees and tree pits and proximity to existing and proposed surface water infrastructure ensuring above and below ground detailing for soil volumes and soil specifications provide adequate tree rooting environments for long term establishment and are coordinated with civil engineering performance and service runs including drainage; 16.  Details of drainage components and SuDS; 17.  Details of Investigation of existing drainage pipe; 18.  Details of footpath and attenuation tank; 19.  Details of root protection; 20.  Details of drainage validation; 21.  Details of hard and soft landscaping, implementation and maintenance; 22.  Details of shared use path; 23.  No tree removal other than in accordance with approved plan; 24.  Details of a Biodiversity Gain Plan; 25.  Details of a Habitat Management and Monitoring Plan; 26.  Details of 30 year ecology and landscape habitat management plan; 27.  Details of external lighting and CCTV; 28.  Details of buildings sustainability measures; 29.  Details of S278 for off site highway works to wagonway; 30.  Details of cycle parking to be submitted; 31.  Details of Highway Works: a.  Shared use path; b.  Amendments to PROW Bridleway 34 Newcastle; 32.  Refuse – implementation of refuse storage; 33.  No external refuse outside of the premises; 34.  Details of Travel Plan to demonstrate that the site has been incorporated into the existing travel plan for the wider Freeman Hospital Site; 35.  Plant noise no more than 5db(A) above background levels at site boundary.     iii.  It was also agreed that delegated authority be given to the Assistant Director Planning, in consultation with the Chair and Vice Chairs of the Planning Committee, to amend, add or omit conditions where appropriate, to ensure the application complies with relevant development plan policies and national planning guidance.     iv.  It was also agreed that in the event that a satisfactory section 106 agreement covering the issues raised above is not received by 31 March 2026 that the application be refused for its failure to make adequate provision in this regard contrary to Policy DEL1 of the CSUCP unless an extension of time is agreed to the satisfaction of the Assistant Director Planning, in consultation with the Chair and Vice Chairs of the Planning Committee.     v.  It was also agreed that delegated authority be given to the Assistant Director Planning, in consultation with the Chair and Vice Chairs of Planning Committee, to amend, add or omit conditions and heads of terms of the section 106 legal agreement, where appropriate, to ensure the application complies with relevant development plan policies and national planning guidance.
