Purpose: To outline the process to implement a Public Spaces Protection Order (PSPO) and seek approval to consult on the terms of a PSPO for Dereham Town Centre.
Content: RESOLVED that the Council proceeds with the necessary consultation on the introduction of a Public Spaces Protection Order for Dereham Town Centre.
Reasons for the decision: The consultation exercise will assist the Council in understanding: · The nature and extent of specific problems caused by ongoing activities (e.g., street drinking and associated anti-social behaviour). · What actions partner agencies may need to take to address these issues. The consultation will help identify the type and frequency of anti-social behaviour experienced in Dereham Town Centre. Acting on the consultation results and investigating issues raised will demonstrate the Council’s commitment to reducing and preventing crime and protecting the community and environment.
Alternative options considered: Option 1) Do nothing. Not recommended. The Council should demonstrate good practice by considering all available powers, including its discretionary responsibility to respond to anti-social behaviour under the Act. Option 2) Carry out the consultation process. Recommended. Statutory consultation is required to understand the types of complaints and issues being experienced by residents, visitors and businesses in Dereham Town Centre and to gather evidence to support any future PSPO. A six-week consultation period offering both online and written submission options is proposed.
