Decision
Local Government Reorganisation in Norfolk - Statutory Consultation Response
Decision Maker: Cabinet
Outcome: Recommendations Approved
Is Key Decision?: No
Is Callable In?: Yes
Date of Decision: December 15, 2025
Purpose: To approve proposed response to statutory consultation regarding Local Government Reorganisation in Norfolk & Suffolk
Content: RESOLVED that: 1) That Cabinet supports Breckland’s proposed approach to responses to the statutory consultation on Local Government Reorganisation in Norfolk and Suffolk 2) That Cabinet delegates authority to the Chief Executive, in consultation with the Leader of the Council, to finalise and submit Breckland Council’s response to the consultation.
Reasons for the decision: LGR in Norfolk is the biggest potential change to local government in over 50 years, responding to the consultation on all proposals ensures that the views of Breckland are contributed. Breckland’s Council supported the three unitary proposal that was submitted to Government in September. This proposal was shaped by Breckland Council and its partners and delivers against the factors that are of greatest importance to our communities. This consultation represents the final chance that Breckland Council has to feed into the decision-making process. LGR in Suffolk is also of interest and importance to Breckland residents. Whatever the outcome is will influence how future devolution in Norfolk & Suffolk operates, and which councils will be constituent members.
Alternative options considered: Option 1 (Recommended) – To approve Breckland’s proposed response to the statutory consultation on Local Government Reorganisation in Norfolk & Suffolk. Delegating authority to the Chief Executive, in consultation with the Leader of the Council, to finalise and submit Breckland Council’s response to the consultation. Option 2 – Do nothing
