Purpose: • Following a review of demand for Welsh medium provision, the Council proposes to open a Learning Resource Base (LRB) at Ysgol Gymraeg Gwynllyw. • There is currently no Welsh medium ALN Learning Resource Base in Torfaen. • Pupils who are currently identified by the ALN Panel as meeting the criteria for a specialist placement are either given a place in an English medium LRB or placed in an Out of County provision. • Statutory Consultation is required as part of the process of establishing the proposed new LRB.
