Content: Salford City Council – Record of Decision I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, accept the recommendation of the Procurement Board and in exercise of the powers contained within the Council Constitution do hereby approve: · the procurement of three ex-demonstration Schmidt Swingo Road Sweepers from the NEPO Framework Agreement. The Reasons are: The Turnpike Depot Fleet Management and Replacement Programme has identified three road sweepers for replacement, scheduled within the 2025/26 Operational Division Service capital budget. After consultation with the Service Manager, five of the current eight road sweeper vehicles are overdue for replacement, the first three needing to be replaced in 2025/26 and the remaining two in 2026/27. Relevant officers have confirmed the three road sweepers to be renewed in 2025/26 are required to provide confidence and reliability in front-line service provision and are in need of replacement as soon as possible. Options considered and rejected were: The team have trialled alternative makes and models and concluded the selected Schmidt Swingo vehicle emerged as the most effective in supporting service delivery and ensures the vehicle aligns with the service’s operational needs and long-term goals. Assessment of Risk: Low – this purchase is the replacement of three existing diesel sweepers which are identified within the fleet replacement programme at Turnpike Depot this year 25/26 and these purchases would contribute to fulfilling those vehicle allocations.
