Purpose: The pre-existing Active Communities Strategic Framework 2018 - 2022 has expired, therefore the publication of an updated and current Active Thanet strategy is required.

Content: Cabinet agreed to adopt the Active Thanet Strategic Framework.

Reasons for the decision: 1.1  Barriers to Participation: The strategy aims to tackle systemic barriers such as inequality whilst fostering long-term improvements in health and well-being through increased opportunities to participate in sport and integrate physical activity into daily life.   1.2  Corporate Strategy: The Active Thanet Strategy defines Thanet District Council’s plan for sports and physical activity, aligned with the Council’s Corporate Priorities, and reflecting upon Public Health England's emphasis on physical inactivity's negative health impact, and the considerable strain it places upon health and social care services.   1.3  Service Continuity: It builds on the success of the 2018-2022 framework. We are aiming to address a variety of different impacts on activity levels and encourage healthier lifestyles for better mental, physical, and social well-being.   1.4  Inactivity and Impact Demographics: Thanet’s population is aging, with increases in residents over 65 years. Lower activity levels compared to national averages. Adults classified as active are below national average, and obesity rates are all higher than the national average including both adults and children.   1.5  Network Support: With a focus on collaboration through the Active Thanet network, partners are committed to building an inclusive environment that offers equal opportunities for all Thanet residents to engage in physical activities and sports. Utilising local resources to build stronger community ties, enhancing the quality of life for everyone in Thanet.   1.6  Evaluation of Success: Data and feedback collected during this strategic period will demonstrate the network and strategy’s effectiveness, justifying the need for the framework and further building upon success achieved, as well as establishing methods to overcome barriers and take advantage of identified opportunities.

Alternative options considered: Alternative one: Not adopt the strategic framework, whilst this is an option it would not meet the needs of Thanet residents. The Council is key in working in partnership with other agencies to help people improve their physical health and the factors affecting it.   Alternative two: Make changes to the strategic framework prior to adoption, this is not recommended as the strategy has been produced based on statistics, the needs of residents and joint working with other agencies.   Alternative three: Network meeting only; the benefits of the network meeting are that it underpins the collaborative element of the strategic framework, however without the latter there is no shared commitment between partner agencies.
