Purpose: To update the Committee on the positive impact of the partnership work of the Changing Futures programme in Bristol and the role of the Multiple Disadvantage Transformation Board (MDTB) in delivering positive change for people who experience Multiple Disadvantages. To approve the delegation of authority for decisions on acceptance and spend of future grant monies for 2026 – 2029 - relating to Multiple Disadvantage to the Executive Director for Adults and Communities in consultation with the Chair of the Adult Social Care Committee. To note and support the Multiple Disadvantage Transformation Board as the Council`s strategic forum for multidisciplinary oversight of this work, with a clear ambition to identify and pool resources and budgets.
Content: The Committee RESOLVED to 1. Approve, submission of bids (for the period 2026 – 2029) and, if successful, acceptance of grant funding with support from finance officers to consider risks and associated financial implications and in consultation with the section 151 Officer, which may be over the key decision threshold, from the Cabinet Office to continue to deliver work on Multiple Disadvantage in line with Bristol`s Multiple Disadvantage Strategy. 2. Authorise the Executive Director Adults and Communities in consultation with Chair of the Adult Social Care Committee and the Section 151 Officer to take all steps required to submit bids and if successful, accept and spend any grant funding, including procuring and awarding contracts, which may be over the key decision threshold, as outlined in this report. 3. Note and support the Multiple Disadvantage Transformation Board as the City`s strategic forum for multi – disciplinary oversight as outlined in this report
