Content: RESOLVED: Cabinet; a) Approved the coproduction events the Big Conversation b) Approved the approach of the Local Account as the Council Adult Social Care Strategy c) Considered the proposed Local Account in the Autumn following coproduction REASONS RESOLVED: 1) It is best practice, and as part of DHSC sponsored Sector Led Improvement Programme, to publish the key deliverables, outcomes and achievements that the Council intends to deliver through a local account and to review progress against this on a regular basis to inform Council priority setting. 2) The production of an Adult Social Care Strategy, articulated through a local account, will engage key partners, colleagues, carers and people who draw upon care and support. It is an opportunity to hear what is important to people and how the Council can improve and develop our approach to better meet the needs of people within the Care Act 2014. 3) The Council has a set of performance requirements for Adult Social Care called “Adult Social Care Outcomes Performance Framework” (ASCOF) and our performance against this framework is published by the Department of Health and Social Care. It is important to set out how as a Council we will work with people to meet those performance expectations and that will form part of the local account. 4) The Local Account will additionally set out how the Council plan priorities are informed by the social care needs of people and how adult social care contributes to the delivery of the council plan. 5) Within adult social care, coproduction is immature in West Northants, and an important part of the work is to develop the new Coproduction board and work with them to develop a framework and strategy for coproduction. 6) We will consider how to use Think Local Act Personal statements that express the experience that people and colleagues want to have of care in our work. These “I and we” statements have been adopted by the CQC in their Assurance Framework. We will also consider how we adopt Making it Real principles in our work. (See Appendices A and B) 7) The Local Account will cover these four key areas: • Wellbeing and independence • Information and Advice • Active and Supportive Communities • Flexible and integrated support ALTERNATIVE OPTIONS: The Council is committed to the improvement of adult social care services in response to the feedback and views of people who draw upon those services. Care Quality Commission assurance process places an emphasis on engagement and coproduction therefore being able to evidence the Council approach to services being based on this principle is fundamental.
