Purpose: To procurement via a framework agreement to undertake highway assessment to support the emerging Wyre Local Plan.

Content: The Assistant Director of Planning and Building Control submitted a report to seek approval to use an exemption to the council’s financial procedure rules for the procurement of a highways assessment to support the preparation, delivery and implementation of the emerging Wyre Local Plan.   Decision   The Resources Portfolio Holder agreed:   ·       That approval is given to proceed with the direct appointment and engagement of RSK Environment Ltd under the exemption to the Contract Procedures contained within the Financial Procedure Rules on the grounds that exceptions may apply where a framework agreement is available that necessitates the council not having to go out to tender and the goods, works and services will still provide the council with best value for money.
