Decision
Event Principles and Library Event Framework
Decision Maker: Communities, Parks and Leisure Policy Committee
Outcome: Recommendations Approved
Is Key Decision?: Yes
Is Callable In?: No
Date of Decision: February 2, 2026
Purpose:
Content: 10.1 The Committee considered a report of the Executive Director of Neighbourhood Services, which presented the proposed Event Framework for the Library, Archive and Information Service, setting out the approach to organising one-off or annual events and activities, and sought the Committee’s approval of the framework. 10.2 RESOLVED UNANIMOUSLY: That the Communities, Parks and Leisure Policy Committee approves the Library and Archive Event Framework attached as an Appendix to the report, that sets out the approach to planning one-off and annual events within Council-run libraries and the City Archive. 10.3 Reasons for Decision 10.3.1 The Library and Archive Event Framework is designed to ensure that all events are aligned with Council’s and Service’s objectives. We aim to deliver events that are consistent and provide value to the community with a considered, varied programme of activity through the year. 10.3.2 We are seeking the Committee’s approval of the framework to ensure the approach is transparent and promotes diversity, equality and inclusion; to better reflect Sheffield’s communities and reach new audiences and customers. 10.4 Alternatives Considered and Rejected 10.4.1 Alternative Option 1: Do nothing As a Library and Archive Service we want to be transparent about how and why we arrange one-off and annual events and activities. Using the framework will also ensure we are consistent in our approach and apply due diligence when creating our annual programme. 10.4.2 Alternative Option 2: Utilise a Framework from another Organisation. We were unable to find any existing Event Framework published by a Library and Archive Service, and as such developed this framework to articulate Sheffield’s existing approach.
