Purpose:

Content: Decision   RESOLVED:   1.1) that the Cabinet recommended to Full Council funding for Renovation of 49c Theobald Street for up to £629,138 as recommended by the Community Infrastructure Levy Panel (CILIP) on the 18th November 2025 subject to: I. Satisfactory information regarding the leasehold arrangements being provided, and; II. The CIL Funding Legal Agreement being signed.   1.2) that the Cabinet recommended to Full Council funding for the Hertsmere Learning Partnership of up to £1,640,000 as recommended by the Community Infrastructure Levy Panel (CILIP) on the 10th February 2026 subject to:   I. The CIL Funding Legal Agreement being signed.   1.3) that the Cabinet recommended to Full Council funding for Aberford Park Improvements of up to £1,980,000 as recommended by the Community Infrastructure Levy Panel (CILIP) on the 10th February 2026;   1.4) that the Cabinet approved the CILIP recommendation on November 18th 2025 that £99,500 be agreed to fund the Academy Classroom/Multi Use Facility at Potters Bar Football Club;   1.5) that the Cabinet approved the CILIP recommendation on February 10th 2026 that £30,000 be agreed from Potters Bar NCIL to fund the Elm Court Youth and Community Centre Kitchen Improvements.   Reasons for decision   The projects set out above have been recommended for approval by the CILIP, three of these bids are over £100,000 and therefore require a decision by full Council in order to receive the funding.   Alternative Options Considered   The Council could have asked for the bid amount to be reduced in order to lower the costs, or alternatively the Council could ask for the bid to be re-submitted once additional funding has been sought, both of these options would have potential implications to the timeline and delivery of the projects. 4.2 The Council could choose not to agree a bid and forego any of the associated benefits that are connected to the project.
