Purpose: To approve the Highways and Transport Capital Programme for 2026/27 and its implementation as set out in the body of the report and ANNEX 1
Content: RESOLVED that i. the Highways and Transport Capital Programme for 2026/27 (ANNEX 1) is approved; ii. ANNEX 1 forms the basis for the initial Transport Delivery Plan submission to the Department for Transport setting out the planned use of capital funding towards delivering local and national transport priorities in 2026/27.
Reasons for the decision: 1) The proposals seek to facilitate improvements to transport in line with the Council’s Local Transport Plan (LTP), which in-turn accords with national transport policy objectives. 2) It is a requirement to submit details to the Department for Transport (DfT) regarding the allocation of capital grant funding along with any local capital contributions.
Alternative options considered: Failure to approve the Highways and Transport Capital Programme would prevent the delivery of the Council’s obligations as a Local Transport Authority (LTA) and be contrary to the position set out in the Council’s adopted transport policy (the LTP). Furthermore, the DfT capital funding allocations could not be assigned to deliverable schemes and Government funding claw-back could occur.
